Are you looking for a self-drive package, or a guided trip? The self-drive packages are much more economical, but the winter driving conditions in December can be tricky.
How flexible are you with the duration and/or the budget? Iceland is quite expensive, and even 3-star accommodation is around 150-200 USD per night for a Double room, so we would struggle with 3000 USD per person for 12 days, especially if you want to include activities such as Glacier Hikes, Ice Caving, etc.
Based on the Budget, I would suggest our Grand Tour of Iceland self-drive tour, which is 8 days, adding on additional nights in Reykjavík before and after the tour, so with the arrival and departure days you would be here 10 days. The 8 day tour, plus the 2 additional nights, FlyBus from and to the airport, as well as Snorkeling, Snowmobile tour, Glacier walk tour, and Ice Cave tour, would be 6,190 USD for the two of you.
